Abby, you can use a strong hand blender to grind the orange peel into a very fine powder. Once you do that, blend it with rosewater to create a paste. These types of ingredients are generally not dirty, but if it makes you feel safer, simply rinse off the orange and dry it before grinding it. Good luck!
